RESPONSES OF THE MEMBER STATES OF THE VISEGRÁD GROUP TO THE CORONAVIRUS PANDEMIC, IN PARTICULAR THE SPECIAL LEGAL ORDER INTRODUCED BY THE STATES CONCERNED

The study presents the measures taken by Member States of the Visegrád Group as a response to the health crisis caused by the coronavirus pandemic. In addition to the Hungarian, the authors examine the Polish, Slovakian and Czech regulations in the light of the special legal order announced due to the pandemic situation, paying special attention to the temporal nature of the ordered special conditions, regulatory governance for rapid and effective crisis response, the control function of the legislature in relation to regulatory governance and the restriction of fundamental rights during the special legal order. In connection with each aspect of the research, reference is also made to the public law and political debates that have arisen at the national level in connection with the introduction of the special legal order as a result of the governmental measures taken. In parallel with the systematization of the results, the study also analyzes the Hungarian crisis measures, thus providing a comparative picture of where Hungarian legal practice can be placed in relation to the Polish, Slovakien and Czech regulations in the light of the examined aspects.
