Béke és biztonság, mint állandó és közös elem az európai integráció és a "katolikus Egyház" kapcsolatában

A katolikus egyház összetett, az integrációs folyamat kezdetére visszavezethető kapcsolatot alakított ki az európai szervezetekkel. A II. Vatikáni Zsinat (1962-1965) újszerű egyházképe és társadalomelmélete az egyház és az integráció szervezeteinek a kapcsolatára is kihatott. Az egyház Európai Unióval és elődszervezeteivel való kapcsolatának (sokszor markáns) változásai az egyes uniós "közpolitikák" és azok homlokterében álló "ideológiai" koncepciók mentén értelmezhetők. A béketörekvések és a biztonság "személyközpontú" megközelítése azonban mindig konstans elemét jelentette a két intézmény közötti kapcsolatoknak. Feltételezhető, hogy Ferenc pápa pápasága alatt még inkább az EU közpolitikák és az egyház társadalmi tanításában fellelhető közös elemekre kerül a hangsúly, szemben a különbözőségekkel. A tanulmányban igyekszem prognosztizálni az EU és a Szentszék jövőbeli együttműködésének az irányait, mivel látszik, hogy a tág értelemben vett biztonsági kérdések - vallásközi párbeszéd, demokrácia megerősítése, szociális érzékenység, fenntartható fejlődés, közel-keleti és afrikai menekültkérdés - hasonló megvilágításba kerültek az EU és a Szentszék részéről. Illetve, biztonságpolitikai szempontból az EU számára is felértékelődni látszik a Szentszék nemzetközi kapcsolati rendszere.

Peace and Security as the Permanent and Common Element in the Relation of the European Integration and the 'Catholic Church'

The Catholic Church established a complex relationship with European organizations, which can be traced back to the beginning of the integration process. The 2nd Vatican Council's (1962-1965) new church image and social theory affected the relation between the Church and the organizations of the integration as well. The (often significant) changes in the relation between the Church and the European Union and its predecessor organisations can be interpreted highly along certain EU 'public policy' and its ideological conception at the forefront. But the 'person-oriented' approach of peace efforts and security, which appears in EU policy as well, formed a constant element in the relation of the two institutions. It is assumable that during Pope Francis' papacy the emphasis will be put on the common elements, vis-a-vis differences, of EU policy and the social teachings of the Church. In the article I will try to forecast the directions of the future cooperation. between the EU and the Holy See. It is clear that wider security questions - interreligious dialogue, the strengthening of democracy, social sensitivity, sustainable development, Middle-Easter and African refugee issues - are in the same in perspective for the EU's policy and the Holy See. However, the international relation system of the Holy See, in respect of security policy, seems to be more appreciated for the EU.
